Did Piketty forget the risk?

Hasset and Auerbach challenge Piketty’s solution to inequality: a global wealth tax. To remind the reader, Piketty justifies this recommendation by the fact that the capital rate of return has overtaken the growth rate. But, the authors find out that Piketty's measure of capital return does not take into account risk. They argue that a consumption tax would be more efficient.
